Tensions in the region have risen since an incident on 19 November when 23 cadets were killed by a Burmese army artillery shell at a KIA training camp.
The Shan Ethnic Affairs Organisation says 98 villagers have managed to escape forced service in the KIA, but that hundreds remain.
Hopes for a genuine truce to end decades of civil war in Burma were boosted this week by an agreement to form a ceasefire maintaining task force.
