UN ‘working behind the scenes’ on Burma

Ban Ki-moon was described as 'spineless and charmless' in leaked memo (Reuters)

The UN has been forced to defend its record on Burma in recent days with the fallout from a leaked memo that slated Ban Ki-moon’s impact on the pariah state showing no signs of easing.

The now-infamous 50-page report, written by Inga-Britt Ahlenius and leaked to the Washington Post in mid-July, said that the UN secretariat is in a “process of decay” after three years of “absence of strategic guidance and leadership” under Ban.

The comments were a parting shot from Ahlenius, who recently finished her post as chief of the UN’s anti-corruption agency, the Office of Internal Oversight (UNOIOS).

“We seem to be seen less and less as a relevant partner in the resolution of world problems,” she said, questioning the UN’s “capacity to protect civilians in conflict and distress…What relevance do we have in disarmament, in Myanmar [Burma], Darfur, Afghanistan, Cyprus, G20…?”

The secretary general used one of his first speeches as UN chief in January 2007 to urge for the release of Burma’s political prisoners, but since his last, and widely criticised, visit to Burma in June last year, he has barely mentioned the country in public.

Moreover, the UN is yet to appoint a successor to Ibrahim Gambari, the equally maligned UN special envoy to Burma who was reassigned to Sudan in late 2009. In January this year it defended the hiatus on reappointing an envoy by claiming that UN Chief of Staff Vijay Nambiar was temporarily filling the role.

But it has again been forced to defend accusations in the wake of the leaked report that it has been lax on pressuring the Burmese junta to reform. One reporter asked Ban’s spokesperson, Martin Nesirky, on 23 July whether the UN had indeed accomplished anything on Burma, which is heading towards widely-criticised elections this year.

“We continue to work, as I also said to you before; the good offices [team] is not one individual, if you like, it’s people working behind the scenes,” he said. “Not everything that happens is in the public eye…Sometimes you see those results quickly, sometimes it takes longer. Certainly we’ve been very public about the need for credible elections in Myanmar.

Nambiar also responded to the Ahlenius report by saying that Ban’s work as secretary general had been “visionary” and that he had balanced his UN role with “providing truly global leadership.”

But critics have argued that his method of dealing in “soft power” has reinforced the growing influence of China within the UN, at a time when Western nations are in a face-off over China’s support for the Burmese junta. Ahlenius said that Ban was “spineless and charmless” and was “struggling to show leadership”, an accusation that has apparently rattled his office.

    And while Ban Ki Moon is playing useless games with Than Shwe more people flee to refugee camps and more people die in slavery and many die in prison from torture. Whilst moon plays on villages are raided and the villagers are murdered by Thitsaphout Than Shwe’s regime.

    When war come’s between it will not be just between the people of Burma but it will involve world peace, then the UN can be proud of their achievements Thitsaphout Than Shwe’s nuclear ambitions are already in evidence this evil regime must be destroyed. Than Shwe must stand trial for crimes against humanity he is a very real danger to world peace if not dealt with. Brothers and Sisters in every part of Burma rise up and destroy this traitor Than Shwe before many more of your people are murdered, before this most severe and tragic war comes, Burma will become the epicenter of this war. Than Shwe has been preparing for a foreign invasion and a rebellion from the Burmese people for years.

    Mr Ban Ki Moon must be very frustrated when all his effort to help build the much needed democracy in Burma. Understandably, dictatorship countries are getting upper hands in real world with the enthusiastic helps of China shamelessly. Mr Moon understandably need nod from Russia and China for re-election of UN chief position. The office of Secretary General is simply powerless to deal with problem of Burma. Why did he not honestly admit to the press that he simply failed his duty to protect the citizens in harm way of Burmese military dictatorship? His soft approach is another reason for his failure when he deal with Devil-strength Than Shwe. He was manipulated by General on several occasions. It is time to rethink about the role of veto powers given to dictators state like China, Russia and others. Until such time Mr Moon will cried out of his frustration not being able to bring any meaningful result for Burmese oppressed.

    Ms Ahlenius was very kind not to mention Mr Ban as ‘gutless’ when she only mentioned him as ‘spineless and charmless’. For an organisation with the prefix of ‘un’, no wonder it’s in the process of decay. Some has defended the demise of the UN for some time now but the way I see it, it’s not dead but it’s on ‘life support’. Waiting for the ‘family of nations’ to pull the plug. For the people of Darfur, Burma and so on they were betrayed by the UN like they did with the people of Rawanda and others.

    I think a lot of people are putting more importance to the role of the UN than good is. First of all – the world leaders make sure that no strong character is ever elected as secretary General as he should not overshadow the leaders of the world. Secondly the UN can not do anything on its own – And there are always veto´s around.
    Should we blame any it should be the world leaders who are evading responsibility by hiding behind the UN. We always need someone to blame – i guess.

    Ban is nothing but a piece of worthless p.o.s. Technically, neither did achieve anything under his supervision nor he did anything significant changes for Burma. He better get lost to prove tat this position is not ment for him. He should be replace the one who can handle effectively without being cheated by the sly generals. Go off now Ban, sorry but u have to accept the reality.
