Two days of discussions between the Kachin Independence Organisation and the Burmese government over an end to fighting in northern Burma have been unsuccessful, but both sides say they will push for additional dialogue.
Delegates from the government’s negotiating team met with the Kachin on neutral ground in the Chinese border town of Ruili on Wednesday. With up to 60,000 refugees displaced by the conflict, the need to bring to an end seven months of fighting has become crucial.
A joint statement released today said that talks would resume “in an effort to build up trust,” but gave no indication of a time-frame. Several attempts at brokering a ceasefire in recent months have failed to net results.
The intensity of fighting in Kachin state has alarmed observers, with reports surfacing last year that Burmese troops had raped up to 40 Kachin women and razed houses in an effort to weaken grassroots support for the armed wing of the KIO, the Kachin Independence Army (KIA).
President Thein Sein issued a second order on Friday last week demanding that government troops cease attacks on ethnic armies across Burma. A similar order in December last year was apparently not heeded by units in Kachin state, where fighting continues.
Kachin sources on the frontline of fighting told DVB today that Burmese troops had launched an assault on the KIA’s Brigade 8 this morning while the meeting was underway. This however has not been independently verified.
The government brokered a successful ceasefire with the Karen National Union on 12 January, the first time the two sides have agreed a truce in more than six decades of fighting.

Remove the army commander responsible for Kachin’s fighting and reshuffle with a more moderate commander to show that government has good intension, if any. Otherwise, nobody will trust for say – govt’s order to stop fighting. While on the ground, fighting is still going on. People will not believe it is a sincere move or the message had never reached the ground due to communication failure or otherwise. Try sending new order to the ground that they can do anything they want to, then you will see them in a rampant, out of control situation. Let us ensure that no excuse for wrong fightings or clashes that are still going on the ground. If you give them a sincere love they will return theirs to you too. Try it. Its work.
As an outside observer making a guess I’d say the central gov needs to act to assert control of its armed forces and end hostile persecution of ethnic peoples of Burma. The words peace and justice go hand and hand. They speak of progress and prosperity and make possible improvement that can benefit the whole world not just Burma. If Myanmar can get its act together it would be a great help to the chances of peace not only there, were you live but between the world states and influences around the world like high finance and corporate conglomerates. Financial power which hold sway of nations’ governments.
Specifically, I’d say Burma’s Pres should say to general of area in conflict by means of giving bypass order to Southern command or area of Karen specifically to move against rogue army units involved in shock warfare against ethnic peoples and armed units of their defense because those rogue units go against the gov and the people of Burma.
It is my opinion that bold action would be met with respect by the world and would in a gentle way avoid conflict by speaking in a manner that Army leaders would know. Intelligence has it peace is needed from the heart for the world to survive. Burma is central.
