Following weeks of international pressure, President Thein Sein today formed a commission to investigate the deadly sectarian violence in Arakan state, which controversially pitted Buddhists against the Muslim Rohingya minority in June.
The 27 member commission, headed by former director of the Ministry of Religious Affairs Dr Myo Myint, is mandated “to reveal the truth behind the unrest” and “find solutions for communities with different religious beliefs to live together in harmony”, according to the President’s website.
The new body includes representatives from various religious groups, including Muslims, Christians, Buddhists and Hindus, as well as political parties and democracy groups, but no Rohingya.
A number of controversial figures have also been included, such as student leader Ko Ko Gyi, who notoriously called for the minority to be expelled from Burma, as well as the vehemently anti-Rohingya leader of the Rakhine Nationalities Development Party (RNDP) Dr Aye Maung.
“It is a good to form a body with people of various religions as the international community has been calling for the formation of an investigation commission,” he said of the appointment. “I assume we will be able to present the truth accurately.”
The Burmese government has faced fierce criticism for its handling of the Arakan crisis, which left at least 78 people dead and destroyed over 5,300 houses, according to government figures. A recent Human Rights Watch report accused the government of both failing to prevent the violence and later colluding in attacks against the Rohingya minority, who are denied citizenship and widely despised in Burmese society.
Although the formation of the commission marks a U-turn for the government, which until recently has rejected calls for an investigation into the violence, it is likely to face tough questions about its independence and reliability, as well as accusations of “window-dressing”.
Earlier this week, a coalition of 24 political parties, led by the RNDP, called for the removal of UN Special Rapporteur for Human Rights in Burma, Tomas Quintana, who recently visited the conflict-torn region, over allegations of bias in favour of the Rohingya.
“When the president offered me to take part in the commission, I asked for only one thing; that I want it to be really independent and transparent,” said commission member and comedian Zaganar, who has previously condemned discrimination against the Rohingya. “I said I don’t want to be a part of it if there are interferences and I was given an answer that it won’t happen.”
Some members have also complained about the lack of clarity for their role.
“It would be very good if the president were to give us a specific mandate and power to deal with the issue,” said commission member Kyaw Khin, General Secretary of the Myanmar Muslim National Affairs Federation.
“I think conducting an independent investigation would be the best for Arakan state. I’m taking part in this more as a citizen rather than a religious leader. I think it’s a good thing that we are able to address both citizen rights and religious issues.”
Tensions flared in the western state after the rape and murder of an Arakanese girl in late May, allegedly by three Muslims, led to a brutal revenge attack on ten Muslim pilgrims. It brought to the fore long-simmering distrust against the Rohingya, who are viewed as “illegal Bengali immigrants” by many Burmese, including Muslims, and denied basic rights by the government.
The commission is set to present its findings to the President on 17 September.

“…accusations of “window-dressing””
The whole government and the so-called “parliament” is window-dressing.
This is like asking tiger to judge the quality of meat.
Sir Humphrey would have said the finding of a committee IS its composition.
The issue at stake is the rarest of the opportunity for the world’s wildly disparate Muslim to unite for a common cause.
It is the more so for the fundamentalist Salafists who are on the rise currently around the world due to the corrupt, discriminative and exploitative ways of most of its governments.
A wrong move would be costly. All the “democrats” jumping on Quintana was immature, idiotic, insane and opportunity missed.
This may all seem to Thein Sein usual public opinion manipulation game. This committee surely is an unfunny joke.
BBC has story of commission but no mention of some of the very biased individuals appointed. This to my mind indicates a desire to not undo the prior successes of the country moving toward better governance and responsibility toward the people’s common good but also pressure from the business sector of world thinking today.. All I know is that the world must act as one and not have people hating each other and working toward different goals if the Earth is to literally survive with life for long. I feel somewhat at a loss but to speak ;my mind and try at least to undo past harms and help get the change the world so desperately needs going. It’s a small world and in big trouble.
Investigating the Arakan-Rohingya conflict, without the participation of Rohingya will never be objective or fair.
Apart from that controversial individuals with hatred upon Rohingya will only produce lop-sided result. That is to throw them all out of the country.
Independent and neutral investigation should be the way to go. The most crucial being the neutrality of the individuals involved in the commission

The fact that they have a former director from the Ministry of Religious Affairs speaks volumes about the whole conflict.
As for the commission; let’s see how transparent it will be in its report.
There is no doubt, with the porous border, there will be illegal immigration and this also needs to be looked at..but to say, an entire community of over a few hundred thousand people are illegals is abit far fetched.
as for DASSK…I have alot of respect for her because of her positions based on principles. But..this respect that deteriorated now because she is no longer a becon of light for all burmese citizens. She was a figure that spoke with principle and spoke of rule of law, human rights, ethics, democracy and much more and was above politics. Now..she has become a politician worried more about maintaining her power base. She should instead be the mother so many say she is and educated and condemn children when the ire from the correct path. Instead…she is now a hostage of her own making. From a person who many considered internally and internationally a person who could walk shoulder and shoulder with likes of Nelson Mandela, Bishop Desmond Tutu and Dalai Lama and other distinguished world leaders…DASSK is fast proving to be nothing but a politician playing politics. If she does not free herself from sectarian politics which is holding her hostage and plow a path towards a new way of political thinking where equality is paramount; she will sooner or later fall from this pedestal that many citizens and the world have placed her on. I am not naive and know that realities of politics differ greatly in theory and in practise. It’s so sad…someone many who thought could close the gap between theory and real practise of politics and who many revered have proven to be a mere mortal and the same like many before her; who say one thing behind bars and do another when faced with the reality of governance.
A Prediction: The report will be a document of cover up than a document to uncover crime against humanity.

To be credible independent international investigation is necessary.
Justice should not die. This issue is test of myanmar democracy and basic human right. The matter of Rohingya is systematically or intentionally targeting rasicm because of they are muslim. Rohingya are not migrant people as mostly saying at moment. Time will prove the reality of Rohingya and the people who are living generation to generation. Where is history and how you can think we can hide reality and history. yes now situationally and conditionally Rohingya name become targeted this voilances but later the reality will ask you about justice and equality. We must respect right and human being and their birth right.
