Burma orders end to attacks on rebels

Burma’s president has ordered the country’s powerful military to cease attacks against ethnic Kachin rebels in an effort to solve the damaging conflict politically, his office said Monday.

President Thein Sein, a former junta general who has indicated a will to reform the long-isolated nation, told the army to stop fighting two days ago, officials said, after months of fierce clashes in the northern state of Kachin.

“The president instructed the military on Saturday not to start any fighting with the KIA (Kachin Independence Army) in Kachin State, except for self defence. All military commands were sent the president’s instruction,” the President office in Naypyidaw told AFP.

An official announcement is expected in the coming days.

The military-dominated nation’s new nominally civilian government has recently inked a deal with one rebel group — the Shan State Army South — but has not formally agreed an end to fighting in the strategically important Kachin area, which borders China.

Doibu, of the Unity and Democracy Party in Burma’s lower house, confirmed to AFP that the president’s instructions to stop fighting had been sent.

“We do not know the situation clearly yet. I think small fighting for self defence has continued,” the MP told AFP by telephone from the Kachin town of Myitkyina.

The KIA, one of the largest ethnic armed groups, has been locked in conflict with the Burma army since June in Kachin, where there has been resentment of Chinese backed hydropower projects.

In a rare response to public opposition, Burma’s president in September suspended construction of a controversial mega-dam in the state.

But fighting continued and the Kachin Independence Organisation (KIO), whose group attended the November peace meeting, last week accused Burma’s military of deploying more troops and using chemical weapons — an allegation that could not be independently verified.

The battles have forced tens of thousands to flee their homes.

Peace talks between the KIA and Myanmar government are ongoing, said a Burmese government official, who did not want to be named.

“The president really wants to achieve peace with the KIA. He also wants them to know that this is his wish. That’s why he has been trying to solve this problem politically,” he told AFP.

Burma has been wracked by civil conflict — and human rights abuses involving government troops — in ethnic areas since it became independent from British rule in 1948, including an uprising in Kachin, which gathered momentum from the early 1960s.

The predominantly Baptist and Catholic Kachin account for about seven percent of the country’s population.

Efforts at peace “mark one of the most significant moments in the six decades of conflict,” the think-tank International Crisis Group (ICG) said in a recent report, while adding that “lasting peace cannot be assured”.

On her landmark visit to the country earlier this month, US Secretary of State Hillary Clinton welcomed what she said were efforts by the regime to resolve ethnic conflicts, after talks with the country’s rulers.

But throughout Clinton’s visit — the first by such a high level US politician in 50 years — US officials said they expected the ethnic fighting to be one of the most difficult issues for Burma to resolve.

    line Commanders .
    We really don’t like to see further killings
    and using Chemical weapons there.

    This is a very signicant process toward building new democracy nation in Southeast Asia. I hope president Thein Sein order to stop war against Kachin rebel will not be an handing of olive branch from right hand and hiding a knife in left hand.

    Federal Union of Burma is now finallly looming to rise as a genuine independent nation which have been lost since January 4, 1948.

    I still don’t get it, Thein Sein order to stop civil war which makes a bit sense for he is not controlling the army, and seems like he wants peace. Ok, take that view, he is capable to release political prisoners, but he said that there are no prisoners of conscience. So, if you do basic Maths when you are young, two equations are not equal and then you can conclude probability of Thein Sein’s attitude easily.

    Thein Sein’s order has been sent since Saturday to halt offensive against KIA. But reinforcement of Burmese soldiers continues and the fighting is still going on till Tuesday. I wonder if Thein Sein’s order is not obeyed by the army or it is just a ploy to gain political advantage but not really mean it. Kachin MP Doi Bu Said, “I think small fighting for self defense has continued”. She must either be deft and blind or a puppet of the Burmese government because everybody in Myitkyina knows that the fighting is still intensified (not small) at several places. It is not defense as she said; it is offensive against KIA in the KIA areas by Burmese army. Myen a mayam Doi Bu e Myen hpyen wa a maidang nmatap ga.

    “Nai” makes me to recall a principle of simple primary equation but than shwe and puppet thein sein(2ts) are low IQ, metal retarded as well as no education to understand the meaning of “equation” except understanding raping and killing. So, thein sein’s argument, excuse for self-defense is laughable and senseless. 2ts breaks the contract of cease-fire agreement for achieving than shwe’s controlled border guard force after election. It is sham bama election to cheat again the ethnics that than shwe has a right to break the cease-fire contract(see-Panglong agreement as well) according to Nargis constitution.
    Now, DASSK has a chance to meet Chinese leader so 2ts irritate that they will not kill Kachin any more for caring Chinese business interest(however, the interest is more in 2ts). Ask Shwe man to go to India for showing that they can get a help from India if China favors DASSK. Those 2 equations ( Myistone dam issue and help from India) could not threat China because DASSK can solve all equations easily and readily with dignity and all Burmese support. 2ts want to use a toy gun to threat giant China so 2ts make a mistake again in use of wrong equation. Principle of primary equation does not apply in this case. Rich China does not care about the financial loss in Myistone dam compared to the world poorest Burmese. Most of the Chinese made goods are more cheaper and high quality than India. Majority of the Burmese ethnics are Chinese descents in history. Sino-Indonesia clashes were more worsen than sino-Burmese clash in history. Religious Burmese are more tolerant.
    Today China is not the yesterday China who is now trying to upgrade their reputation and wisdom by learning Confucian instead of killer Chairman Mao. Today China knows advanced level of equation( see-acceptance to meet DASSK) so China might or should not make friendship(dancing ) with those 2st , idiots anymore. US also clearly states that H Clinton’s visit to Burma is not a threat to China…

    with showing US good intention on understanding Burmese people’s long suffering. The ball is now in the Chinese leader’s hand to favor DASSK or 2 idiots(2st). China starts demilitarization with establishment of all civilian administration at the time of former president Jiang zemin( the best performance) and it gains a lot of trust and political gain from its own Chinese people. The scratching out of dictatorship and Chinese modernization are from Chinese paramount leader, Deng Xiaoping who makes the real change after Dr. Sun Yat-sen. If Chinese leader appreciates the people power and DASSK, “the change” in Burma is today at once. DASSK must appreciate the important of business as well as economy’s contribution from local Chinese community in most countries. Ming Ko Naing who might favor Chinese should be DASSK’s deputy to gain the trust from Chinese leader. DASSK, do not forget ethnics as some claim that your mother has Karen’s blood although your father(GAD) is allegedly accused of involvement of killing Karen in history. Down fall the 2 military idiots(2st).
